OAKLAND -- The teenage girl shot and killed Sunday afternoon while walking to a BART station in East Oakland was identified as Jubrille Jordan, a 15-year-old who loved children and aspired to be a teacher, family members said.

Jubrille and an unidentified 14-year-old boy were walking in the 6600 block of Lion Way at the Lion Creek Crossings housing complex when they were shot about 3:40 p.m. The boy was shot in the foot and will recover, police said, adding he was acquainted with Jubrille.

Her death was the city's 131st homicide of the year, the highest number since 148 people were killed in 2006.

Her cousin, Asheena Drummer, of Oakland, said Jubrille was on her way to the Coliseum BART station with her

16-year-old sister to go to Bayfair Mall in San Leandro.

"They had just left the house. She had only been gone 20 minutes when it happened," Drummer said Monday at the family home in the 1500 block of 57th Avenue where Jubrille lived with her 56-year-old mother, Belinda McLaughlin, and her sister.

Jubrille loved children, aspired to be a teacher and loved to dance, Drummer said. Her hobbies included shopping and drawing.

Jubrille's death comes on the heels of another family tragedy. Her father, Harry Jordan, died two weeks ago from stomach cancer, Drummer said.

Drummer said that Jubrille is also survived by a 35-year-old brother, who was outside the family's home Monday.

"I feel bad for family," said Lucy Garcia,

who visited a memorial at Lion Creek Crossing that was erected for Jubrille. The shrine consisted of stuffed animals, flowers and candles.

At a news conference Monday, police Chief Howard Jordan offered his condolences to the girl's family for what he said was an "unfortunate and senseless act of violence. I'm personally impacted," said Jordan, the father of two girls, age 13 and 16.

Of the city's 131 homicides in 2012, 12 victims have been 18 or younger. That, Jordan said, is "disheartening, discouraging and embarrassing. The bottom line is it has to stop, and the police department has to protect our children."

The fatal shooting was the second time a teenager has been killed at the Lion Creek Crossings housing complex since July and comes exactly one year after a 5-year-old boy was killed outside his father's taco truck about one mile away.

"I heard the shots, and my son came running to the house and said, 'Mom, this girl just got shot, there's blood,'" said Latasha Bailey, 28, quoting her 9-year-old son.

Bailey, who lives in the housing complex, said she ran outside, saw Jubrille on the ground and the girl's friend performing CPR.

"But she was already gone," Bailey said Sunday as she stood behind yellow police tape at the scene.

A preliminary investigation revealed that the teens were walking with a group of people east on Lion Way near the complex when a lone gunman approached and started firing at them. Police described the suspect as a black teenager, 13 to 16 years old, about 5 feet 5 inches tall and possibly wearing a red T-shirt. A motive has not been established, according to police, who are offering a reward of up to $15,000 in reward for information leading to an arrest.

The housing complex, which is near 66th Avenue and the Oakland Coliseum, was where 15-year-old Hadari Askari was gunned down July 10.

On Dec. 30, 2011, 5-year-old Gabriel Martinez Jr. was shot and killed in front of his family's taco truck at 5490 International Blvd., the 110th and final homicide of 2011.

June Allison, stood next to her 15-year-old son, Jakil Sarhim, outside the housing complex Sunday night and shook her head. Allison, who has lived in the neighborhood for 21 years, called the killing senseless.

"I want more police presence here. At least for the kids," she said as she glanced at the taped off homicide scene. "It's just not safe here anymore."
